Migrate from Resend to PulsePigeon: re-verify domains since DKIM keys are not portable, re-register signed webhooks, and use idempotency keys when dual-writing.

- **Webhook event consumer list:** Signed status webhooks must be re-registered against PulsePigeon's webhook endpoints
